In the Cement city, everything is grey because of the cement and because there is no greenery. Little Anna, a young girl, rebels and the day of the Cement celebration she gets away and finds shelter on the roofs of the houses. She does not want to go back to the city, at least not before the situation changes. On the roofs, she will meet her grandmother who has died and she will become friends with an elf, Vaggelakis. Along with Vaggelakis, they meet old Christmas and old Sundays, birds and airplanes. The Mayor of the Cement city decides to climb up, himself, on the roofs to find little Anna. His meeting with the Dark Cloud will change a lot of things.
